Canada Immigration Consultants

Canada has increase its immigration targets for the next three years which might see an influx of about 1 million new Permanent Residents in the country. With setting of these bigger targets for Canada’s economic immigration categories for 2018, Immigration and Refugees Canada will only be left with the option of quicker and frequent draws from the pool in the new year’s or to take in more candidates meaning a larger draw. Both of these options will affect the Combined Ranking Scores bringing the threshold to a lower cut off.

In 2017, all the CRS thresholds have hovered between 400 to 450s. In most of the draws in 2017, they remained around the 430’s. 2017 also saw the lowest threshold so far in June at 4013. In 2016 this trend did not prevail as there were fewer ITA with very high cut-offs. The lowest CRS score in 2016 was 453. In 2018, it is expected that many more ITA’s will be issued, and this translates to expecting much lower CRS scores.

2017 also saw a few exceptional draws, like on May 26th and Nov 1st, where candidates with provincial nominations and Federal Skilled Trades Class were targeted. This peaked to a high at 775 for provincial nominees and fell to as low as 199 for Federal Skilled Trades Class. It is important to note that provincial nominees receive extra 600 points for nomination on their express entry application.
When draws are made on program mes specifications, they always have an effect of reducing the thresholds in the Express Entry System. But November seems to have set in a new and dynamic trend for 2018, and for obvious reasons, 2018 will be an year to watch out for.

The tie break system introduced in June this year, was used for the first time in the last two Express Entry draws, Immigration, Refugees and Citizenship Canada.

Candidates having the same Comprehensive Ranking System (CRS) score re ranked according to the date and time of their submission of profiles in the pool. The system lays priority on the candidates who have been in the pool for a longer time.

A total of 2750 ITA’s (Invitation to Apply) were signed off by IRCC in the latest Nov 15 draw. This Canada Express Entry draw closed at 439. There were many candidates at the same CRS score of 439. However, candidates who had entered the pool by October 19, 2017 at 12:02:28 were invited, as this was set as the cut-off date and time by IRCC.

When the IRCC introduced the rule in June, the purpose was to be able to better manage the CRS and the invitation rounds. But the emphasis still remains on the CRS as the primary factor in ascertaining whether they will be able to get an ITA or not to migrate to Canada.

The most important point to be noted and understood here is that the initial time of submission is the hat is considered as the final time when ITA’s are being issued. If a candidate makes changes to his profile later, it does not alter his time of submission. For example, if a candidate enters his profile on the Express Entry pool on Nov 15th and edits it subsequently with his new language results, his day and time of initial entry is what will be considered.

But in the case of deleting a profile and subsequently re-joining the Express Entry pool with a new profile, his date and time of re-entering the pool will be considered as old profile do not carry over.

In the November 15 draw, two candidates at 439 who entered the pool on October 19, 2017 were sent ITA’s and other two at 439 who also entered on the same day are still in the pool. This is because the requirement was set at 2750, and only those 2 candidates who had entered pool earlier were invited.

The November 2nd Express Entry draw has seen a minimum threshold of 458, which is by far the highest in many months now. The CRS draw in June had seen a historical dip at 413. But it has constantly been increasing since then. IRCC (Immigration, Refugees and Citizenship Canada) has sent out ITA’s to 2,000 candidates in the pool to apply for the Canadian permanent residence. ITA’s are issued according to the CRS scores and dependant on the requirement of the Canadian immigration system

The candidate profiles are ranked according to the date and time of their submission. 27 draws have been taken out so far in 2017. Since its introduction in 2015, there have been 77 draws under the Federal Skilled Worker Express Entry stream.  In the event that multiple candidates have the same score, invitations are based on the exact time of the submission of their profile. This strategy was introduced by IRCC in June this year and is being called the tie-break strategy. What this translates into is that the profiles that have been in the pool that have been there for a longer time are being prioritized over the new ones being made.

Candidates who are able to receive a nomination through the enhanced provincial streams add 600 points on their Federal Express Entry profile. The federal Minister of Immigration, recently gave a go-ahead to two express entry draws in which only applicants for Federal Express Entry Skilled trades stream and the PNP streams were invited to apply.

In these draws IRCC invited a total of 795 applicants to apply for PR. These draws are usually an exception and not a normal course. This could actually be a factor as to why such low no of applicants were sent an ITA. This also seems to be a logical reason to the increase in the CRS minimum threshold.

Canada’s most popular Provincial Nominee Programme (PNP) streams are helping candidates in the Federal Express Entry pool to immigrate into the country. Ontario’s Human Capital Priorities stream opened last week and allowed certain candidates to qualify for receiving an ITA (Invitation to Apply).

The specific criteria of the Human Capital Priorities stream, which is a part of the Ontario Immigration Nominee Programme(OINP) are; a minimum score of 400 on the CRS, and a few other eligibility criteria. Candidates who are identified through the stream receive a notification of interest from the province. They then apply for receiving a nomination certificate, which adds 600 points for them on the Express Entry pool, and are sure to receive an ITA in the next draw.

Canada Education Consultants (CEC) provides you the easy pathways for the Provincial Nominee Program Canada 2017. The stream was opened many times during the year, and may open once more in 2017. In June, the stream made a strategic decision to do away with the criteria of a minimum 400 points to allow intake of communications and IT professionals. It seems that similar decisions may be made in the future to allow people from preferred professional backgrounds. At the moment Ontario is not receiving applications through this stream, as it was closed just a few days later after opening. The province has confirmed that if an applicant is approved even after the OINP yearly allotment is filled, the nomination will be issued in 2018.

Ontario is Canada’s most populous provinces with both the country’s largest city, Toronto as well as the national capital city, Ottawa. More than 39 percent of landed immigrants choose Ontario for settling. The Human Capital Priorities is one of the three enhanced OINP streams which are aligned to the Federal Express Entry stream. OINP also offers a French speaking skilled worker stream as well as the Skilled Trades stream which was recently started.
These streams under PNP are playing a very crucial role in Canada’s economic immigration system. In 2016, almost 26 percent of applicants received ITA’s through the PNP’s. This number was only 13 percent in 2015. The target for receiving immigrants through the PNP’s in 2017 is 51,000 which will increase to 55,000 in 2018.

The new Alberta Opportunity Stream will start accepting applications from January 2, 2018. This new stream comes under the Alberta Immigrant Nominee Programme.

This new stream will ease the process of Permanent Residence for foreign workers who are already working and staying in Alberta. Just like all the other streams operating under the AINP, this stream is a base Provincial Nominee Programme Stream, which means that all applications are processed outside the Federal Express Entry system of Permanent Residence. All candidates who are successful through this stream get a provincial nomination and then apply for permanent residence.

After getting nominated under provincial nominee program canada, you submit a paper application to IRCC. Processing time is more as compared to express entry.
In the electronic process stream, you apply in two ways. You can contact the province or territory of your interest. If they agree to nominate, you create express entry profile showing that you are nominated.
In the second process, you create your express entry profile, mentioning the province or territory of your interest. The province sends the notification of interest. You contact them directly.
In both cases, once you are invited to apply, you submit an electronic application to IRCC. Most of the express entry applications are processed in 6 months or less.

The five amendments that are done in Canada benefit international students as well as the permanent residents, who held protected person status or were temporary residents such as work permit and study permit holders.
As On 11th October, the Canadian permanent residents who were previously on study permit will be able to count a portion of their time while studying towards Canadian citizenship residency requirement. There was also reduction in the physical presence for 3 to 4 years. It means international students and graduates, who would be looking to settle in Canada can enjoy the better way for their needs.

How this benefits international students
As per the new regulations, each day of the permanent residents spent in Canada as an international student or a post graduation work permit holder, was counted as a half day for up to a maximum of 365 possible days. The new measures and the reduction in the days for physical presence for three years could mean the workers and the international graduates in Canada are eligible to apply for citizenship after two years of being permanent residents.Morever, the government no longer needed the citizenship applicants to be present in Canada for 183 or more days in 4 out of 6 years preceding the citizenship application as was earlier.

As before, the time spent in Canada on temporary status was not counted for citizenship. The students would be counting their physical presence requirement for citizenship after getting the permanent residence. The residents had to be present in Canada for 4 to 6 years to fulfill the physical presence requirements in order to be eligible to apply for the citizenship.
