New rules on the age of immigrants for applications to Canada have come into force as of October 24^th, 2017. Now on all applications for immigration to Canada, Children below the age of 22 will be considered as dependants. This ruling also pertains to economic migrants and refugees. Before this for the past three years, only children less than 19 were deemed as dependants on all immigration programs administered by Immigration, Refugees and Citizenship Canada (IRCC).

All children who are dependent on their parents because of their physical or mental health condition will still be considered dependants children even if 22 years of age or older

Immigration, Refugees and Citizenship, Canada has explained that this ruling will be not be applied in retrospect to applications that were submitted on or after 1^st August 2014. The ruling is applicable only to applications submitted on 24^th October 2017 or after that. IRCC has said that, ‘applying the change to in-process applications would require a pause in finalizing many permanent residence applications and would impact processing times in many programs.’
