A similar phase had struck Canadian employers in early 2008 when the job vacancy rate in the private business sector had touched 2.8 per cent for any quarter.

 

The CFIB is a non-profit organization with a membership of more than 109,000 independent businesses across Canada. Their report states, “In raw terms, this represents a record-high 361,700 jobs left unfilled for at least four months because employers have not found suitable candidates.” The study has gone on to state that there is a mounting shortage of skilled labour in Canada’s growing economy. The purview of the study has been responses from 2033 business owners and operators across Canada. As per the findings of the study, British Colombia had 60,100 vacant jobs which is the highest at 3.4 percent amongst all of the Canadian provinces.

 

Economists are pointing out that Labour shortages pose a major pitfall across the country especially to smaller sized firms. This in turn affects and inhibits the firms’ capacity for expansion and innovation.

In Quebec too, the job vacancy rate also rose slightly at just about 3.1 percent. The rate was 3 percent in Ontario and 2.4 percent in Saskatchewan. In no’s this translated to 1,49,600 empty job posts in Ontario and 85,000 in Quebec. In Alberta, the job vacancy rate was 2.2 percent with 33,900 unfulfilled jobs. Job vacancy rate decline was felt only in Manitoba and Newfoundland and Labrador. There was no change in the job vacancy rate in New Brunswick, Nova Scotia and Prince Edward Island.

 

Wages have been consistently going up due to the increase in the Job Vacancy rate. Construction, transportation, enterprise services and personal services are the sectors facing the greatest labour shortage.

With setting of these bigger targets for Canada’s economic immigration categories for 2018, Immigration and Refugees Canada will only be left with the option of quicker and frequent draws from the pool in the new year’s or to take in more candidates meaning a larger draw. Both of these options will affect the Combined Ranking Scores bringing the threshold to a lower cut off.

In 2017, all the CRS thresholds have hovered between 400 to 450s. In most of the draws in 2017, they remained around the 430’s. 2017 also saw the lowest threshold so far in June at 4013. In 2016 this trend did not prevail as there were fewer ITA with very high cut-offs. The lowest CRS score in 2016 was 453. In 2018, it is expected that many more ITA’s will be issued, and this translates to expecting much lower CRS scores.

2017 also saw a few exceptional draws, like on May 26th and Nov 1st, where candidates with provincial nominations and Federal Skilled Trades Class were targeted. This peaked to a high at 775 for provincial nominees and fell to as low as 199 for Federal Skilled Trades Class. It is important to note that provincial nominees receive extra 600 points for nomination on their express entry application.
When draws are made on program mes specifications, they always have an effect of reducing the thresholds in the Express Entry System. But November seems to have set in a new and dynamic trend for 2018, and for obvious reasons, 2018 will be an year to watch out for.

The new measures and the reduction in the days for physical presence for three years could mean the workers and the international graduates in Canada are eligible to apply for citizenship after two years of being permanent residents.Morever, the government no longer needed the citizenship applicants to be present in Canada for 183 or more days in 4 out of 6 years preceding the citizenship application as was earlier.
