Canada recently held its third and fourth Express Entry draw of 2021 on January 20th and 21st. 374 Provincial Nominee Program (PNP) candidates, each with a minimum score of 741 received an invitation from Immigration, Refugee and Citizenship Canada (IRCC) for the first draw. This score means that candidates needed only to reach 141 Comprehensive Ranking System (CRS) points for their human capital characteristics. Candidates earned the remaining points by provincial nomination, which adds 600 points to a profile. The second draw invited an additional 4626 candidates, which was for the CEC (Canadian Experience Class) program.

What is Express Entry?

Express Entry is the main pathway through which skilled workers can gain permanent residence. The 2021-2023 Immigration Levels Plan projects that a potential 400,000 immigrants are welcomed each year to Canada. IRCC uses the Express Entry program to oversee skilled worker applications for three programs. These are the Federal Skilled Worker Program, Federal Skilled Trades Program, and Canadian Experience Class. Express Entry allows IRCC to facilitate their arrival to the country.

The Express Entry program is a simple, two-step process. In the first step, candidates create and upload profile onto the IRCC’s website under one of the aforementioned skilled worker programs. They receive a CRS score according to their human capital factors. Secondly, the IRCC then holds Express Entry draws bi-weekly and issues Invitations to Apply (ITAs) for permanent residence to the highest scoring candidates.

The first two draws of 2021, held on January 6 and 7, were program-specific draws. The cut-off score for these draws was 813 for PNP and 461 for CEC. The recent draws showed a substantial reduction of the required score. Another draw is expected soon, which will be for CEC candidates only. However, IRCC has yet to hold an all-program draw for 2021. Many candidates are still awaiting a draw for the Federal Skilled Worker Program (FSWP). FSWP is the stream through which skilled workers with no foothold in the country can also dream of immigrating to Canada.

Not to mention the last three draws of 2020 were all stream draws. These draw finished the year with a CRS cut-off of 469. This score was lower than much of the draws throughout 2020. Overall, candidates are hoping for more variety in the draws and continued low CRS scores.

Canada’s latest Express Entry scores still sitting at a 472 high

The latest Express Entry draw on November 13 had 3,600 invitations to apply (ITAs) sent to candidates looking to apply for Canadian permanent residence. This draw called for a Comprehensive Ranking System (CRS) score of 472 or higher. This latest invitation round brings Canada’s Express Entry to a total of 75,300 ITAs distributed so far in 2019.

The Government of Canada holds several draws for Express Entry candidates several times a month, usually at a bi-weekly rate. Notably, the minimum required CRS scores for Express Entry tend to be lower when there is a shorter gap between draw dates. 

The candidates are chosen based on their CRS scores, which rank age, work history, education background and language skills. Although candidates do not require Canadian job offers to be eligible, it does carry extra 50 points on their total scores. Express Entry candidates with lower CRS scores can look to provincial nominations, which award 600 additional points to candidates’ scores. 

The Express Entry draws are reaching close to the record-breaking totals of last year, which totalled at 89,800 invitations by the end of the year in 2018. With just about six weeks left of 2019, Immigration, Refugees and Citizenship Canada (IRCC) only have to distribute a little more than 14,500 more invitations to reach a new record.

Ontario French-speanking stream

Ontario invited 360 French-Speaking candidates through Skilled Worker Stream

Ontario issued new invitations to immigration candidates with eligible French-speaking abilities to apply for an Ontario provincial nomination through the Skilled Worker Stream. A total of 360 invitations were issued in the May 22 draw.

The French-Speaking Skilled Worker Stream is aligned with Federal Express Entry (EE) system. To qualify for the French-Speaking Skilled Worker Stream, candidates must meet the requirements of both the French-Speaking Skilled Worker Stream and one of the two federal immigration programs: Federal Skilled Worker (FSW) or Canadian Experience Class (CEC).

EE candidates with a provincial nomination receive an additional 600 points toward their Comprehensive Ranking System (CRS) score, which effectively guarantees an Invitation to Apply (ITA) for Canadian permanent residence from the Government of Canada. 

The French-Speaking Skilled Worker Stream does not require a job offer in Ontario, nor does it require a minimum CRS score to be eligible. However, a minimum language level at CLB 7 in French and CLB 6 in English are required. Also, candidates must have been obtained at least one-year work experience in NOC Skill level 0, A or B. If you choose to be assessed against the FSW, you must score at least 67 points on the six selection factors, which include education, language skills, work experience, age, arranged employment in Canada and adaptability.

So far in 2019, a total of 549 invitations have been issued through the French-Speaking Skilled Worker Stream.

Express Entry – Innovative PNP’s methods to meet the skill requirement

The Provincial Nomination Program plays an important role for express entry to Canada.

Lately Nova Scotia, Prince Edward Island and Ontario have used innovative approaches to shortlist candidates for Express Entry in their PNP Program.

 

The 600 points which the candidates get from PNP leads to enhancing their probability for getting an Invitation to Apply. In fact this becomes the single most factor which contributes to a candidate getting an invitation to apply.

 

In the last week new approaches used by Express Entry via the provincial immigration path to select candidates were:

• Expression of interest
• First-come, first-served
• Passive.

 

The invitation to apply from the Canada’s Provincial Nomination Program (PNP) has a specific fixed number of candidates for the federal pool each year. Each province and territory with a PNP has at least one stream for candidates in the federal Express Entry system which manages the pool of candidates for Canada’s three Federal High Skilled economic immigration programs – the Federal Skilled worker class, the Federal skilled Trades Class & the Canadian Experience class..

 

Between 2016 and 2017 there was an increase by 4000 in the Express Entry candidates who applied for Canadian permanent residence in the Provincial Nomination Program.

The Federal skilled worker class, the Federal Skilled Trades Class and the Canadian Experience Class are critically popular with Express Entry candidates because they do not require a Canadian job offer or a minimum CRS score.

 

Lately Quebec took action to address Labour shortage in the province, especially in regions outside the Montreal metropolitan area by using a new Expression of interest system for the Quebec Skilled Worker Program.

 

Ontario recently changed the minimum score in its Human Capital Priorities stream, which allows the province to search the federal government’s Express Entry system for eligible economic immigration candidates.

 

The position of an eligible Express Entry candidates in the pool is determined by the score they get in the Comprehensive Ranking System .CRS).

 

Ontario has also removed the minimum CRS score of 400 for eligibility and left it to the discretion of the director in charge of the province’s immigrant nominee program, the OINP. The CRS for the Human Capital Priorities Stream has lately been reduced to 350.

 

The majority of Canadian provinces and territories have a fixed target for giving Canadian permanent residence to candidates each year.
