Immigrating to Alberta with a EE-CRS score of 300

Alberta has announced 14 rounds of invitation through its Express Entry-linked immigration programs so far in 2019.

A total of 3,357 Notifications of Interest were sent out. Express Entry applicants who have been issued the Notifications of Interest can receive an additional 600 points toward their CRS ranking score, which will basically guarantee the applicant’s permanent residency status.

Of the 14 rounds of invitation in 2019, three rounds invited EE candidates with CRS scores as low as 300, which is lower a lot than the lowest score drawn through a Federal EE draw so far this year. Also, a CRS 300 points is the minimum required score for a provincial nomination in Alberta.

To be nominated by Alberta, the applicant must be eligible for one of the three Federal Economic Immigration programs: Federal Skilled Worker Program; Federal Skilled Trades Program; or Canadian Experience Class, and create a profile in the EE pool.

Although a job offer and previous study or work experience in Alberta is not required to be eligible for a provincial nomination, the candidate with a strong connection with the province may be prioritized for a Notifications of Interest. The strong connection can include the factors like have an Alberta job offer or work experience, graduated from a Canadian post-secondary institution or have relative that is living in Alberta.

Why Provincial Nominee Programs matter

Immigration has become a major way to maintain population growth and meet the needs of the local labour market for each Canadian province. All Canadian provinces except Quebec increased their immigration allocations in 2019.

The data from the federal department of immigration shows that the number of immigrants brought through the Provincial Nominee Programs (PNP) has increased year by year. In IRCC’s mute-year immigration levels plan, IRCC had a target of 55,000 admissions of new permanent residents through the PNP in 2018, 61,000 in 2019 and reach 71,300 in 2021.

There are two types of provincial nomination streams: enhanced nomination streams and base nomination streams.

Enhanced nomination streams are linked to the Federal Economic Immigration programs. Only candidates who meet the eligibility requirements both of a province’s PNP and one of the three Federal Economic Immigration programs (Federal Skilled Worker Program, Federal Skilled Trades Program and Canadian Experience Class) can apply via the enhanced nomination streams. Express Entry applicants who have been nominated by one of the nine participating provinces and two territories can receive an additional 600 points toward their CRS ranking score, which will enhance their profile to obtain an Invitation to Apply (ITA). The processing time of the Express Entry is only six months. If you are eligible for one of the Federal Economic Immigration programs and do not have enough points for an ITA, the enhanced nomination streams are your best choices.

Base nominations are granted outside the Express Entry system and can also be used to apply for permanent residence. You only need to meet the eligibility requirements of a stream or category of the province’s PNP. However, the processing time of Provincial Nominees is 15-19 months. If you are not eligible for the Federal Economic Immigration programs, there are various base nomination streams in each province for you to choose.

H-1B problems draw more foreign workers to Canada

In light of the recent difficulties of obtaining H-1B immigration visas in the United States, more skilled foreign workers are looking to Canada.

The U.S. has an ever-increasing rejection rate for visa applications, whereas Canada’s immigration system is much more efficient and has higher approval rates. Many workers who had tried to get an H-1B visa in the United States have instead successfully moved to Canada, where they have found more opportunities awaiting them.

The H-1B program in the United States has been on the decline since Donald Trump took over from former president Barack Obama. The policies have becomes stricter, and many have lost faith in the system’s design and fairness.

While highly skilled foreign workers are being rejected in the U.S., they are greatly valued by Canadian governments. Because of this, the immigration process for moving to Canada has been made easier in recent years.

Canada Express Entry system

In 2015, Canada created the Express Entry system, which evaluates candidates based on age, skill level, language proficiency, and education, and does not require the applicant to secure a job offer before obtaining a visa.

In addition, the Provincial Nominee Programs are designed to fit the local needs of each province, making it easy for residency applicants to see where they will find the most opportunities.

There are temporary work permits available for skilled foreign workers, which can take only 10 days to obtain.

With Canada’s better immigration system, it is easy to see why so many workers are making the move to the Great North.

The year began with a bang and lots of good news for the Express Entry pool applicants with the first threshold lowering to 446, which is a record low as a first draw in a year since Express Entry came into functionality in 2015
In this first draw the Canadian government invited 2,750 Express Entry candidates to apply for permanent residence. The draw was held on January 10, 2018.

This score is the same as the last CRS threshold for 2017, which was held on December 20. Since 2015, this first cut off is the lowest ever. IRCC also made use of the tie-break rule again and the cut- off date and time was set to November 18, 2017, at 6:30:42 UTC.

In 2017, the first draw had a cut off of 468, but subsequent draws saw lower thresholds with the minimum dip ever in June at 413. This year is expected to be a busy one, with immigration targets set at almost 1 million till 2020. 16 draws were held in the first half of 2017, but this year is envisaged to see many more draws as immigration targets go up. CRS thresholds are also expected to fall as more ITA’s are sent out in each draw.

Canada Education Consultants are one of the renowned consultants that guide you the best way for study and immigration in Canada.

In 2017 a total of 30 draws were held with 86,023 ITA’s being sent out. 3200 more ITA’s are expected to be sent out in the three Express Entry economic streams alone, with many more immigrants finding way into the country through the Family Class and the PNP programmes.

A total of 153,618 ITA’s have been issued since the Express Entry economic streams came into existence in 2015. The no of ITA’s issued in 2017 alone is almost 56 percent of the total ITA’s issued so far.

This year has started at almost 22 points less than the first draw of 2017. It is expected to translate into more people coming in through the Express Entry during the course of the year as larger and more frequent draws are held to accomplish immigrant targets. This in turn will definitely mean lower cut offs all throughout the year.

The Atlantic province of Nova Scotia invited a record high, 1400 immigrants through its PNP programme in 2017.

The Nova Scotia Nominee Programme (NSNP) has five streams to attract and nominate applicants. These five streams are

  • Nova Scotia Demand: Express Entry
  • Nova Scotia Experience: Express Entry
  • Skilled Worker
  • Entrepreneur
  • International Graduate Entrepreneur
  •
One of Nova Scotia’s nominee programme most agile facet was the ‘Category B’ of the NSNP’s Nova Scotia Demand: Express Entry stream. This stream opened to applications only three times in 2017 and each time. Whereas the Category A of this stream calls for applicants who have an LMIA supported job offer from a Nova Scotia employer and is targeted at NOC skill level O, A and B; the category B invited applicants who have at least one year of full time continuous paid work experience in the last 6 years in one of the opportunity occupations. These occupations are

    Occupation title NOC Skill level
Financial Auditors and Accountants 1111 A
    Other financial officers 1114 A
Professional occupations in advertising, marketing and public relations 1123 A
    Administrative assistants 1241 B
Accounting and related clerks 1311 B
    Civil engineers 2131 A
Information systems analysts and consultants 2171 A
Computer programmers and interactive media development 2174 A
    Computer network technicians 2281 B
    User support technicians 2282 B
Registered nurses and registered psychiatric nurses 3012 A
    Licensed practical nurses 3233 B
College and other vocational instructors 4021 A
Paralegal and related occupations 4211 B
Social and community service workers 4212 B
    Financial sales representatives 6235 B

This stream is a first-come, first-serve category where applicants do not need a job offer, But they must qualify in the opportunity occupations listed above with one year of paid work and they must have an active federal express entry profile. Another 200 immigrants arrived in Nova Scotia through the Atlantic Immigration Pilot Programme, which is a new and innovative pilot programme devised between the Atlantic Provinces of Nova Scotia, New Brunswick, Prince Edward Island, and Newfoundland and Labrador.

Nova Scotia has announced that it has welcomed more than 4000 new comers in 2017. But surprisingly this no is still lower than a record 70 year high in 2016 of 5500 immigrants which included 1500 Syrian refugees.

The Government of Nova Scotia says that immigration is the key to growing the province and its economy and they are very hopeful that the good work will continue in 2018.

    Migrate to Canada

The November 2nd Express Entry draw has seen a minimum threshold of 458, which is by far the highest in many months now. The CRS draw in June had seen a historical dip at 413. But it has constantly been increasing since then. IRCC (Immigration, Refugees and Citizenship Canada) has sent out ITA’s to 2,000 candidates in the pool to apply for the Canadian permanent residence. ITA’s are issued according to the CRS scores and dependant on the requirement of the Canadian immigration system

Canada Education Consultants (CEC) always brings up the latest updates for you when it comes to migrate to Canada from India.

The candidate profiles are ranked according to the date and time of their submission. 27 draws have been taken out so far in 2017. Since its introduction in 2015, there have been 77 draws under the Federal Skilled Worker Express Entry stream.  In the event that multiple candidates have the same score, invitations are based on the exact time of the submission of their profile. This strategy was introduced by IRCC in June this year and is being called the tie-break strategy. What this translates into is that the profiles that have been in the pool that have been there for a longer time are being prioritized over the new ones being made.

CEC keeps you updated with the latest Canadian Express Entry Streams and PNP Programs.

Candidates who are able to receive a nomination through the enhanced provincial streams add 600 points on their Federal Express Entry profile. The federal Minister of Immigration, recently gave a go-ahead to two express entry draws in which only applicants for Federal Express Entry Skilled trades stream and the PNP streams were invited to apply.

In these draws IRCC invited a total of 795 applicants to apply for PR. These draws are usually an exception and not a normal course. This could actually be a factor as to why such low no of applicants were sent an ITA. This also seems to be a logical reason to the increase in the CRS minimum threshold.

The way to apply for provincial nomination program depends upon the stream you are applying – paper based process or online process through express entry.

There are two stages for applying in each of the two cases:-

    1. 1. First decide the place to live in Canada. Apply to that particular province or territory for nomination. Your application is reviewed based on:
Express entry – if you meet the minimum criteria for one of the federal immigration programs for express entry.
      Their immigration requirements
If you are creating an express entry profile, you are asked for the province or state of your choice. You may be contacted by the province to submit your PNP application for nomination. If you already have the provincial nomination, you must mention it in your profile.
Canada Education Consultants is one of the renowned counselors for CanadaExpress Entry.
    2. 2. After you are nominated for the province, you are required to apply to IRCC for permanent residence. Your application is assessed based on Canadian Immigration Laws.
If you are applying for federal express entry, you must apply to IRCC before ITA is received.
You have to pass the medical exam and police check as a part of the process
Canada Education Consultants guides you for the best possible options for immigration to Canada.

In the paper based process, you are applying through non-express entry stream. You need to meet the eligibity criteria of the province or territory to get nominated. After getting nominated under provincial nominee program canada, you submit a paper application to IRCC. Processing time is more as compared to express entry.
In the electronic process stream, you apply in two ways. You can contact the province or territory of your interest. If they agree to nominate, you create express entry profile showing that you are nominated.
In the second process, you create your express entry profile, mentioning the province or territory of your interest. The province sends the notification of interest. You contact them directly.
In both cases, once you are invited to apply, you submit an electronic application to IRCC. Most of the express entry applications are processed in 6 months or less.
