PEI, a popular destination for immigrants, has issued its latest invitations

Prince Edward Island, known as PEI, one of the three maritime provinces, has experienced an incredible population growth rate of 2% year-over-year since 2016. During the same period, Nova Scotia and New Brunswick, which are the other two maritime provinces, had an average growth rate of 0.8% and 0.5% respectively. Amongst all of the maritime provinces, PEI has been very successful in attracting and retaining skilled foreign workers in recent years.

On May 16, PEI Provincial Nominee Program issued 104 invitations to immigration candidates in its new Expression of Interest (EOI) draw. 

90 out of the 104 invitations went to candidates applying through Labour Impact category and Express Entry category.  

The labour Impact category consists of four sub-categories: Skilled Worker in PEI, Skilled Worker outside PEI, Critical Worker and International Graduate. A job offer in PEI is required if using these streams.

The Express Entry category is linked to the Federal Express Entry system. A job offer in PEI is not required, but a priority is given to candidates who are currently living and working in the province. 

The rest 14 invitations went to candidates applying through Business Impact category-Business Work Permit Stream, with the minimum point of 107.

To be considered for a nomination, candidates must create a profile in PEI’s EOI system. Qualified candidates with the highest scores are invited to apply for a provincial nomination. 

Within the EOI system, depending on which stream you are using, there are several areas with associated points: age, language, education, work experience, employment, business ownership or senior management experience, community endorsement and adaptability. 

The EOI draw is held on the third Thursday of each month. The next Expression of Interest draw is scheduled for June 20, 2019.

Why Provincial Nominee Programs matter

Immigration has become a major way to maintain population growth and meet the needs of the local labour market for each Canadian province. All Canadian provinces except Quebec increased their immigration allocations in 2019. 

The data from the federal department of immigration shows that the number of immigrants brought through the Provincial Nominee Programs (PNP) has increased year by year. In IRCC’s mute-year immigration levels plan, IRCC had a target of 55,000 admissions of new permanent residents through the PNP in 2018, 61,000 in 2019 and reach 71,300 in 2021.

There are two types of provincial nomination streams: enhanced nomination streams and base nomination streams. 

Enhanced nomination streams are linked to the Federal Economic Immigration programs. Only candidates who meet the eligibility requirements both of a province’s PNP and one of the three Federal Economic Immigration programs (Federal Skilled Worker Program, Federal Skilled Trades Program and Canadian Experience Class) can apply via the enhanced nomination streams. Express Entry applicants who have been nominated by one of the nine participating provinces and two territories can receive an additional 600 points toward their CRS ranking score, which will enhance their profile to obtain an Invitation to Apply (ITA). The processing time of the Express Entry is only six months. If you are eligible for one of the Federal Economic Immigration programs and do not have enough points for an ITA, the enhanced nomination streams are your best choices.

Base nominations are granted outside the Express Entry system and can also be used to apply for permanent residence. You only need to meet the eligibility requirements of a stream or category of the province’s PNP. However, the processing time of Provincial Nominees is 15-19 months. H-1B problems draw more foreign workers to Canada

In light of the recent difficulties of obtaining H-1B immigration visas in the United States, more skilled foreign workers are looking to Canada.

The U.S. has an ever-increasing rejection rate for visa applications, whereas Canada’s immigration system is much more efficient and has higher approval rates. Many workers who had tried to get an H-1B visa in the United States have instead successfully moved to Canada, where they have found more opportunities awaiting them.

    This stream is a first-come, first-serve category where applicants do not need a job offer, But they must qualify in the opportunity occupations listed above with one year of paid work and they must have an active federal express entry profile. Another 200 immigrants arrived in Nova Scotia through the Atlantic Immigration Pilot Programme, which is a new and innovative pilot programme devised between the Atlantic Provinces of Nova Scotia, New Brunswick, Prince Edward Island, and Newfoundland and Labrador.
     
    Nova Scotia has announced that it has welcomed more than 4000 new comers in 2017. But surprisingly this no is still lower than a record 70 year high in 2016 of 5500 immigrants which included 1500 Syrian refugees.
     
    The Government of Nova Scotia says that immigration is the key to growing the province and its economy and they are very hopeful that the good work will continue in 2018.

    The year began with a bang and lots of good news for the Express Entry pool applicants with the first threshold lowering to 446, which is a record low as a first draw in a year since Express Entry came into functionality in 2015
    In this first draw the Canadian government invited 2,750 Express Entry candidates to apply for permanent residence. The draw was held on January 10, 2018.

    This score is the same as the last CRS threshold for 2017, which was held on December 20. Since 2015, this first cut off is the lowest ever. IRCC also made use of the tie-break rule again and the cut- off date and time was set to November 18, 2017, at 6:30:42 UTC.

     

    In 2017, the first draw had a cut off of 468, but subsequent draws saw lower thresholds with the minimum dip ever in June at 413. This year is expected to be a busy one, with immigration targets set at almost 1 million till 2020. 16 draws were held in the first half of 2017, but this year is envisaged to see many more draws as immigration targets go up. CRS thresholds are also expected to fall as more ITA’s are sent out in each draw.

    The November 2nd Express Entry draw has seen a minimum threshold of 458, which is by far the highest in many months now. The CRS draw in June had seen a historical dip at 413. But it has constantly been increasing since then. IRCC (Immigration, Refugees and Citizenship Canada) has sent out ITA’s to 2,000 candidates in the pool to apply for the Canadian permanent residence. The federal Minister of Immigration, recently gave a go-ahead to two express entry draws in which only applicants for Federal Express Entry Skilled trades stream and the PNP streams were invited to apply.

     

    In these draws IRCC invited a total of 795 applicants to apply for PR. These draws are usually an exception and not a normal course. This could actually be a factor as to why such low no of applicants were sent an ITA. This also seems to be a logical reason to the increase in the CRS minimum threshold.

    Canada’s most popular Provincial Nominee Programme (PNP) streams are helping candidates in the Federal Express Entry pool to immigrate into the country. Ontario’s Human Capital Priorities stream opened last week and allowed certain candidates to qualify for receiving an ITA (Invitation to Apply).

     

    The specific criteria of the Human Capital Priorities stream, which is a part of the Ontario Immigration Nominee Programme(OINP) are; a minimum score of 400 on the CRS, and a few other eligibility criteria.
